There is a long history of racists comparing African Americans to apes. In addition, the cartoon follows a photo of Obama signing the bill in question. In recalling the historical and racist comparison between African Americans and apes, and being located, narratively, to follow the photo of Obama, the cartoon creates racist meaning through the device of metonymy, in which meaning is created via indirect association rather than a direct one-to-one connection. Finally, there is no other interpretation possible, because there is no historical connection of meaning between a chimpanzee and Congress passing a bill. Outside of a racist meaning, therefore, the cartoon makes no sense.
It's also worth noting that the only people on this forum who find it to be unoffensive are people with forum history of Obama-bashing.
Ummm... the cartoon refers to the people who WROTE the stimulus bill. That's Pelosi, Ried, and other congresscritters.

I totally agree with your observations here. The fact that some people can ignore the racist tone of that cartoon is a sad statement about our country.
There is nothing racist about comparing Bush to a chimpanzee, since there is no historical context in which to read that comparison as racist.
It is, however, rather insulting to the chimpanzee.
