WASHINGTON — Despite President Obama's call for federal employees to "do their part" and accept smaller-than-usual pay raises, Congress is considering a budget that could spend an additional $1.3 billion or more on pay for civilian federal workers.

The dollar figure in the budget has little impact. Actual figures for Presidential and Congressional consideration are developed under codified procedures and won't be available until the Fall. The only real debate here might be over military-civilian pay raise parity, a concept that has had a lot of support behind it.

I'm looking forward to the next budget impasse. And the traffic jams that are caused by all the nonessential workers being sent home. My question is this: If they are nonessential WHY ARE THEY THERE?

Its the same reason that private sector is laying off non-eesential workers. Normally in local governamnt this means police ;fire ;garbage;minimum numbers to keep the water and sewer. Few to actually do repairs since there is money for those things.In other words just enopuhg to keep things going.
