32 Czars later, none of them accountable to Congress, this president has proven to be nothing short of a liar. This end-run around the legislative branch has made fools of the folks that listened to him, believed him, and elected him.

This is a subject I have been involved with since 1984. HR3247 (behavior modification Czar) also is called "values clarification". BHO wanting to have a czar for this confirms to me that he has been brainwashed with this program.
In the book, Values Clarification, a Handbook of Practical Strategies for Teachers and Students, the whole purpose is to(beginning with children) remove their developing values system they are being taught from parents, church etc., and encourage them to develop their own set of values.
It is dangerous and children are a captivated audience sitting in a classroom. There are hundreds of methods used, kids don't even know what's being done. It is an invasion of privacy for the child and their families but of course most of the time, the parents don't know a thing.
VC is so widely used now that nobody pays any attention. In 1985, my 11 year old had to write her own obituary in math class ( strategy#50 in the book). The purpose was to imagine their own death and see what quality of life they had. I thought she was at school to learn math. They were not allowed to bring their papers home, but she was able to sneak it out.
Anyway, it's a scary thing to think that BHO wants a Czar for this and not telling everybody what is really involved.
