Reminds me of an episode from One Step Beyond, I think. Might work for zero-population growth for a particular race or ethnicity. Isn't China the leading indicator of birth control, and even selective birth control? A problem arises, though: Let's say a codger is traded in for a baby. The codger is nullified, and then baby is terminated before birth, either naturally or selectively. Would the codger's family be entitled to compensation for a wrongful nullification, or just told to get over it, live with it?
I don't think it'll work, anyway, too many people want to die of natural circumstances, not nullification.
Now if when a codger dies of natural causes, or from causes not of nullification, then a baby could be granted to a couple or a single mother, and the process might work. I suppose it could be a problem of the codger lives beyond his/her projected lifespan, you know, something in the genes?

Well that piece is little bit overboard but if 30 years ago you said that states would be banning smoking in private establishmnets where the owner had no choice in the matter you would have been told you were off your rocker too.
