initially the WTW program was fantastic. moved huge numbers of people off welfare.
then they administratively changed the program from a conditional reward program to an entitlement program by means of massive discretionary "good cause" decisions by admin.
which reduced it to a give away program at a much higher cost than AFDC.

I assme you mean the "Welfare To Work" program.

A better question would be: What government program could we do without? We need to SHRINK the federal government so we can afford to support it. We can't now. Neither the Republicans nor the Democrats will even contemplate actually reducing the SIZE of the fed. They'll play campaign rhetoric, smoke and mirrors claiming to be for cutting government but all they offer is a decrease of the increase and then renege on that promise. Welfare needs to go. SSI was designed and set up as a temporary and time limited program targeted for a few extreme cases. The CIA has no Constitutional basis for existence. The IRS if blatantly illegal and unconstitutional. The HEW is likewise without Constitutional foundation. Many socialist programs in existence today we born out of a lack of respect for the Constitution. We need to return the the Constitution as the foundation and go back and look at every amendment after the 10th and see which ones are really unconstitutional and which ones are redundant and which ones were passed illegally. Those we get rid of. Then we protect and cherish the document and prevent any more Socialists, Marxists, Republican, Democrat or Communists from manipulating or amending it to further their agenda.

it's not federally funded because it's self-sustaining. the usps is self sustaining too - they don't take a dime of tax money. they've only recently started struggling because the nature of communication has massively changed in the last 10 years or so.

isn't that the ideal? that the program takes in enough funds on its own to support itself? that doesn't make a program not a federal program.
