I've heard vague not-so-good things about how that area is to live in. I think mostly because it's cut off from anywhere else, and there's kind of a void of between that's not-so-good.

Nothing definitive, but enough that it wouldn't top my list.

I work a block from there and walk past and through both complexes (The Yards and McCormick Pier) almost daily. It isn't really cut off. It's right on the Waterfront Trail for easy bike access anywhere. You can walk up Naito to 9th into the Pearl or walk up Everett or over the bridge over the train tracks into the rest of downtown. The "not-so-good" nearby is the usual Old Town-Chinatown collection of homeless and vagrants, but because the complex is a bit away from everything, they don't hang out near there (except for under the Steel Bridge.) The apartments themselves seem relatively quiet and safe, and you have to go past homeless and vagrants to get almost anywhere downtown. They also has plenty of parking, which I'd imagine is a big plus for many people.

I was looking into The Yards because it seemed like a nice complex with a relatively low rent rates, but then I realized that for a single person your income can't be higher than 30k/yr, 35k/yr for 2, ect. I was really bummed

The yards has market rate units too. They're not all income restricted.

Oh now I see they do have some non income restricted ones as well. Only problem is at the normal rate you can get a place that's not by the tracks. I would be willing to live by the tracks if it was cheaper, but since it's not whats the point

Harrison Tower (older building but new cabinets/appliances) has balconies and is well within your budget.
Ladd (newer building, nicer but less space) has balconies and is doable on your budget
In the Pearl, you're probably looking at less space and perhaps a studio.
South waterfront strikes me as a ridiculous place to live unless you're working at OHSU and want to take the tram. More expensive than downtown and the Pearl, with none of the conveniences of living right downtown or in a lively neighborhood with lots to do.

No idea about rules for having grills on balconies, but looking out my window I see at least a dozen or so grills on balconies. Most of the tower apartments include an area with grills, a pool, etc.

There are some nice, new places on the near east side that run about the same as downtown, but you might get something extra like a washer/dryer or a parking space that you wouldn't get downtown.

If you can sacrifice the balcony, there are decent, cheapish tower apartments off Burnside.

I rented an apartment in a newer complex in the Portland area for $450 per month. It was in Tualatin across from Meridian Park Hospital.

To get to the complex you have to time travel to the year 1991.
