The time for Vegas to have a team would have been prior to the induction of the Arizona Cardinals. I think the Southwest is now covered in terms of teams and stretching the fanbase, between Arizona and whatever other teams are followed down there, maybe Dallas, Denver, and San Diego. Plus, Vegas is very transient, it would be tough to establish a home team fanbase within a given radius.

If anything I think LA will be next to get a franchise. It's just a matter of time.

I do not think the NFL will expand at all, it would be a poor business decision. The NHL and NBA are showing that having around 30 teams is pushing the limit for a professional sports league in this country.

I do think the NFL needs to create a second division to develop talent. If players do not make NFL teams, the best chance they have to do anything is to make a practice squad but they arent out playing games. The NFL is having a problem with getting enough talent for all positions on the field. They arent 32 really solid QBS, kickers are kind of the same way, with all the injuries, teams need more depth.

I think for that second division, the NFL should really consider purchasing the UFL and turn it into its minor league. That way cities that aren't big enough for the NFL (i.e. Norfolk, VA with the Virginia Destroyers) can still get some sort of pro football and players can develop their skills.

What are the older guys gonna do? The Jeff Garcias and Daunte Culpeppers would benefit from a minor league to fine-tune skills in hopes of going back to the big league.
