When I worked at Centennial Campus, near downtown Raleigh, I lived in downtown Apex. Commute was 12 miles and took 15-20 minutes normally. Every now and then it would take longer, especially coming home. This was before 64 was widened.
Now I live in West Cary and with the new NC 540 I can drive from my house to downtown in 15-20 minutes on weekend nights (when I am most likely to do so). Since I'd be going against traffic in the mornings, I wouldn't expect it to be much worse until I go to Wade Ave.
I live in N. Raleigh just North of I-540 just off of Falls of Neuse Road. I work in downtown Raleigh and it takes me around 25 minutes. I agree with Mike's post, for a 15-20 minute commute to downtown from N. Raleigh you need to stay withing the limits of I-540..
I have a Clayton address, though we're not in the town limits, and live 3 miles from the Wake/Johnston Co line off Winston Road. I used to work in downtown Raleigh and my commute was only 15-20 minutes. And occasionally came home for lunch.
