I don't know about anyone else, but a four chicken limit would mean that I would still have to buy eggs from the store. I bake almost everything we eat from scratch and I have a family of six. Besides that, my goal is to grow as much of my own food as possible. More eggs means less meat to be purchased.
I'd start writing to the Town Council. Nothing is set in stone yet and this is the time to voice your opinion. Just send the council and the Mayor and email.
Cary is a suburban area, so why would you be surprised if the town of Cary decided to enact some ordinances that prevent sub urban dwellers from running a chicken farm on their lot? Sorry you have to go to the store and buy eggs like the other 99.9999% of folks living in Cary.
