I was recently offered a position from wake county govt where the pay range is lowest $30,280 and the highest would be $32,465 per year. Is that an amount one person could live on? I have not moved to Wake County as of yet. However, if I do get this position I will definitely take it. I am just not too sure how long that amount will carry me over.

It depends. You'll probably bring home $2,000 - $2,200 per month. Do you have a car payment? Student loans? Any other debt?
If you are out of debt, live frugally and pay no more than $600 to $800 per month in rent (which means you'll most likely have a roommate) then its doable.
No, student loans (knock on wood) no real debt. I have a car. No serious baggage what could hurt me. I currently reside in the metro area of New York. Therefore, I don't know the real cost of living of living there.
The question here, same as NYC is how far away do you have to live to afford an apartment? Maybe do an online search of apartments for whatever rent you think you can afford. That doesn't sound like much of a salary even for NC.
I am on Zillow daily always looking at the apartments along with the google reviews of those apartment homes. I was thinking the same thing with the salary but, its a government job. I would be receiving a great benefits package. I don't have anything as of yet. More or less just speaking out loud trying to get a feel for what would be reasonable and what just wouldn't work. Of course I've seen better paying jobs on indeed.com but many don't offer the benefits. The rents so far from what I have seen are about $800 to a $1000 for nice places. I do not know what electricity would be monthly, cable or car insurance.

Yes. Would you be rolling in the cash? No. Median household income for Raleigh is $64,456 and for the state is $50,584.
If you want to move to the Raleigh area, coming to town with a sure paycheck is a good way to land, even a lower than average wage.
Either the county job may lead to other opportunities, or you may find other opportunity in time.
