The "best area" of Raleigh probably won't fit your budget. You need to be more realistic with what you're seeking. You also need to be more specific than "good schools and low crime" -- that could fit any number of areas.

Cameron Village.
Hayes Barton
Dairyland
Historic Oakwood
North Hills
RBC Plaza

There are plenty of rentals around town.

It is quite natural that the "best" areas in ANY town are the most expensive. Over $1,000,000, for example. Since you asked about renting, it didn't appear that this was the price range you are seeking--especially since you posted elsewhere that you are on Section 8.

Can you give any more details? What is your price range, for starters?

PS and FYI: given your input so far, it's pretty clear you can't afford a lot of the neighborhoods here, that's all dm was saying. If you want help, try posting something less vague than "what are the best areas." For example: "what are the best areas that cost X amount per month or less."

you can pretty much find a cheap place in any area. I would say north or north east raleigh is best. there are lots of nice neighborhoods.

It isn't easy to find a good Section 8 rental since many landlords do not want the interference in tenant selection that results from accepting the vouchers.

Is no best, is just some better than others. One standard for selecting a new home site is to live up-sun from work, in other words, live east of where you work. That way, in the morning, you drive west and do not have the sun in your eyes. On the way home the sun is at your back again - a good thing.
After that you have to consider your shopping, recreational, school, and medical needs. Do you like to be in the midlle of things or off in the boonies?
Raleigh has it all.
