Default Homeowner builders permit

Does anyone know if in the cary,apex,clayton area it is allowable to pull a homeowner builder permit to build and subcontract building my own house

You are asking about NC State law. You can be your own general contractor.
If you do your own wiring or plumbing, you will need to live in the home for 1 or 2 years prior to selling it. Many guys are pinched for pulling permits, acting as GC, and selling without ever living there.

I think you will have to use a licensed HVAC firm, but am not sure.

Other than those items, you can do the work or sub the work, as long as you have proper permits and inspections performed to satisfy local code enforcement.
