As someone deeply involved in DW fandom , who knows many of the people involved , it's not that hard to get a TARDIS. I know quite a few people who own replicas and someone who owns the actual interior of the the Doctors . Lots of uberfans make them.
ETA,I just posted to some friends to see if they own that house.

haha I'm not sure! I haven't been able to ask yet. We are so worried about selling our house primarily so we may even have the leverage to make an offer. Right now if we did make an offer it would be very weak without our house being under contract.

But if we do put in an offer it will include the TARDIS
