I agree that the bird was probably old, rather than it being a storage problem. When I raised a few broilers and kept them too long this was exactly what happened. Young birds don't have time to develop muscles. We have become used to that and spoiled.
There is no rescuing the meat to make it tender, but it is still good meat for grinding or dicing. The croquettes idea is a good one. Filler in enchiladas, a chicken chili (with added fat), and so on are possibilities. Treat it as a new challenge rather than something to toss.
The other chicken to be wary of comes in the ten pound frozen bag of legs that are super-cheap. Those must come from aged out laying hens, as the bones are developed and there is minimal meat on them. They are OK for making a stock base, but not a bargain.
I usually buy a whole bird or the thighs. Deconstructing can take some time, but thigh meat for stir-fry makes it worthwhile.
I think I woudl boil it in water with some carrots, onion & bay leaf, to make my own chicken broth, which I could freeze. If the chicken meat is still tough, feed the birds.
Thanks for the suggestions -- in the trash it shall go! I have never had a problem cooking chicken before. I ordered groceries and cooked the chicken the same day it was delivered.

I think that is a good idea, but I would boil it for awhile and then toss the meat and save the stock for broth. I rarely buy stock or broth, I always have fresh in the freezer.
