It depends on how it's used. If I say "Yeah, he's cute" there's a difference between "Oh, he's CUUUUTE!!!"

It also depends on how they say cute as well. Sometimes it can mean the girl wants you as more than a friend

Cute in regards to looks just means I think a guy is good-looking. I don't use "hot" much. I'll just say a guy is cute. So it's a positive thing.

Cute in regards to his personality could mean I see him as brother-ish.

It depends a lot on context, basically. If a woman says, "That guy is soooo cute! I love his eyes!", then she's probably into him. If she says, "He has a cute personality, like a little puppy dog", then she might not see him romantically.

Of course not, it's a compliment. I've never once in my life heard a woman describe a guy as being cute that could be taken in a bad way.
