This is so weird.
You know how girls always get ticked off when a guy never calls right away. Well, it's the same thing that you are feeling. What will I say? I'm shy...etc.

I agree with the guy that said he gives his number cause girls get all weirded out to give their number to a stalker, creepy guy. Giving out our number should allow her to call at her convenience.
I feel like some guys who give out their numbers to women that they don't know well (or have just met) do so without expectation - so they end up giving them out to a lot of women hoping one of them would call. I have never called a guy after they gave me their number for this reason. The only reason I know what they are up to is because I see them giving out numbers to other women as well, the same night. Regardless of whether or not this is true, I think it works against guys to give the woman their number without asking for hers.

A smarter man would have remembered the number when you say it
Actually that's a good way to gauge his interest. If you just say it to him and he actually remembers it, you can be pretty sure he's "into" you--great way to weed them out.

There was this one time some guy asked for my number and though I didn't want to give it out, I thought he was probably drunk enough not to be able to remember it and I was horrible at lying and rejecting people (I'm too nice haha), so I said my number really fast. Unfortunately he kept repeating it to himself all night and wrote it down on a piece of paper in his car. Then he kept calling me for a month even though I acted really rude and kept saying I didn't want to go out with him.
So yes, this is true, if a guy really wants your number (and you actually DO want him to call) you should say it to him.

Isn't there a phone number that women can give out and the voicemail greeting basically says, "Ummmm, yeah. She wasn't into you."

No -> Don't call the guy
Don't call. He has no balls asking yours for fear of rejection. So **** him.
I almost always give my number rather than take hers and I can assure you, it has nothing to do with balls or fear of rejection.
