I think it's OK to ask, but in some places accepting may be frowned upon or even forbidden.
Isn't life just wonderful?! Your own work place is off limits, other people's work places are off limits, every place is a drive-through (God forbid you may meet people naturally somewhere) etc., etc. It's just the greatest set-up for permanent isolation in the world!
I wouldn't date a guy who's in a bar to pick up on chicks hitting on me while I'm working.
That is sleazy to me, I think it makes the guy look like some kind of a stalker. Especially if I turned him down and he returns week after week trying to get my attention.
Also, the reputation of an establishment is only as good as their employees. If your workers are dating the patrons it doesn't look good.
In many companies dating among employees is frowned upon because of sexual harassment policies.
If he's interested in someone that works in a bar, store .. etc. It is best to find out when they get off work and then ask them out.
Someone posted a question here once about a girl who worked at a Starbucks and how he should ask her out.

Lol, in England 'on the job' is a crude way of saying 'having sex'.... or at least it was years ago.
My first thought was; a bit late to ask someone out if you're already doing that!
To answer your question I think it is fine to ask someone out while they're working as long as you don't take a tremendous amount of their time and behave respectfully whatever the answer.
I think it is super tacky. But I work in a hospital. It's not cool when some people are suffering and other people are talking romance. Like once I offered my contact info to a patient's family for support purposes and then their grandson took this as an opportunity to try to ask me out, creepy. Then I saw a higher level MD try to ask out another higher level MD, I was in the room so they hurriedly went out of the room to continue their romance. I thought that was pretty annoying. Can't they just email each other or something? Geez.
Maybe somewhere more casual it might be okay but I'm sure it gets pretty old when you have to fend off creepy clients every day.
haha, where I work, the only men coming in are taken one way or another. its too bad, a lot of them are very attractive. We even get the cutest European men...shopping for their wife back home...lame! lol
