"Omg, this guy asked me for my number today at the lake."
"Hehe did you give it to him?"
"Noooo of course not!"
Now whether she had a boyfriend or not, I don't know. But, besides the fact that you may be in a relationship... what good reason might you have for NOT giving a guy your number if he asks?
Anytime I get hit on and asked for my number, I will ALWAYS give it... no matter how gorgeous, ugly, fat, or skinny. I just see no need to turn down a potential opportunity. Plus, I always appreciate their resolve. But of course I get the "oh well it's because you're a guy." So ladies, what's your reason?

Because she didn't think he was attractive. Women either give their numbers to guys who are hot or to people who boost their self-esteem.

I have heard women give out their numbers to men and mark the numbers 'do not answer.' After 50 or 60 calls, it's done. You got the number, I never said I would answer. There are also numbers to sites that indicate on recording 'you have reached this recording because the woman who gave you this number is not into you.' Were I a woman, I would load up on these tidbits.
I've given out my number, and I've been direct with women saying it's something I do for business, and when I re-examine needs in the person (mine versus theirs, to maintain a friendship - you can always add one more friend - versus romantic interests - nothing less than the altar) I make an accounting to continue. At this time, few are continued with because they have the wrong things (a roll in the hay) in mind. I've got higher standards.

Oh my gosh, seriously?
Because it is far riskier for women to give numbers out than it is for men. Google "stalking" to figure out why...

You got to have some standards...
You'd be letting them down and yourself down.
