To answer your question: no you are not ugly. Most people perceive others as combination of visual elements and merge the result in a subjective way that equals beauty or ugliness.
If you want to improve your appearance, you should study images of men who are considered handsome, list the various attributes such as hairstyle, clothing, grooming, posture, and facial expression, and then mimic the ones that are appropriate for who you want others to think you are.
Most people are attracted to a facial expressions that represent positive emotions. You'll have to study and practice that if you have trouble with reading social cues. Get help from a friend or family member.
As for meeting people, you will need to reach out to members of both the deaf and aspergor's communities to find people with whom you can easily communicate. I'm pretty sure you can do that online as well as in educational/social settings. There are probably many women who are also looking for men who understand them, too.
