It could be plans to have dinner with a man, a female friend, her sister, her sick aunt....it could even be plans she has to be alone and have some quiet time enjoying a take out pizza, curled up on the sofa and watch a romantic movie all by herself. The way it is referenced, "date" just means "plans" in my opinion.

She would go out for dinner with another woman. She would have a dinner date with a man.

If I go out for a meal with another guy I would never call it a date.

Have you tried actually asking her out or are you still dancing around it by asking her about her plans?

If not, try this:

"Hey (her name), I heard about this great new restaurant (there has to be one near you). I was thinking you and I could have dinner there tonight."
