"I'll see you when I see you" What does this mean when a hookup says that? (men, single)

I have a guy friend that I've been hooking up with for a little while on the sly. None of the rest of the our friends know that we've been hooking up. We're both single. Anyway, after hanging out today with all our friends in a large group, he gives me a big hug as I'm leaving and whispers, "I'll see you when I see you".
In this context, I have no idea what he means. Does anyone know?
If he meant what you all are saying, why not just say "bye" and leave it at that. Why tack the rest of the sentence on? Or just say he's busy this week or for a while? It just seems so enigmatic. Do you think he's trying to not hurt my feelings? or leave the door open in case he "wants some"?
Well you know him better than us virtual ppl so you should know but I would think of it as "don't call me I'll call you" men like to hit it then quit it...maybe he terminated your position lol..he's probably downsizing j/k! Hey in life you need to be direct call him and ask him what the hell he meant...I used to question the BS when I was younger but now I just gotta know and I don't hold my tongue. Like if I'm up late on a messageboard getting advice it'd mean it's REALLY bothering me so I'd call the a-hole so I can sleep in peace..nothing like getting confusion off your chest!

Because he's afraid you might get other ideas!
On a different note, generally it may mean nothing at all... It could be just a playful way of talking. Under the circumstances, though, I'm leaning more toward the first option.
He's stringing you along. He's letting you know the possibility is still there, but there's no solid plan.
