Yes. Nothing wrong with a woman taking a little initiative.

Oh...to answer the question. It doesn't bother me one bit.

Honestly, it's going to be a welcome change. Believe it or not, the weather here is SOOOO BORING. Some may like it, for me it's irritating. I want to be able to wear a scarf as something other than a fashion statement. I want to wear a nice cozy jacket and not have to immediately take it off because it's 60 degrees in December. I WANT to see a snowy white Christmas for once. Buying a Christmas tree while wearing flip flops and shorts is weird.

Bring it on!

It could be as harmless as being the first person to say hey or it could have more intent behind it such as a woman asking a guy if he wants to go out to eat, go somewhere with her to an event, etc.
It's neither a turn on nor a turn off, it is however pleasant.

Totally depends on what that first move is - is it something classy, subtle, showing intellect and taste, like a comment on the E30 M3 or 1675 GMT Master, or is it a raucous and gratuitous slap on my derriere?

The former are OK, the latter, not so much. Well they were while I was single.
