Because, from standpoint of eternity, and very low to none level of human progression through the physical plane of the physical world, aka Earth, that number is miniscule, actually. It only shows, how little humans learn during their physical existence. Hence, the progression rate is very low, what keeps putting humans back on Earth again and again and again.
Why look for a metaphysical explanation when the question has been adequately answered by physical means in post 4?
