It means that God exists outside of time and space and can see the end of all things. He knows that we will be born before even our parents are born. He knew us from before the beginning of time. He knows what decisions we will make in our lives and which of us will choose to obey Him. And which will not.

Wrong. That commandment is under Jewish law, and in Hebrew does not include abortion. Abortion is not forbidden under Jewish law.

Rather sadistic creating them in the first place if he already knew they weren't going to 'choose to obey him' before they were even born -don't you think?

And what does that say about the concept of 'free-will'?
