It is highly likely the person in the OP got sucked into the "Name it Claim it" ideas or other strange concepts. He obviously doesn't understand what prayer is all about.

"Jesus said to THEM..." One needs to ask: Who is "them"? The answer is not far from the verses you
selected. The "them" is only the disciples. The "them" is not all mankind who ever would pray to God not
doubting. The "them" is not the believers of the nations under the administration of grace. The "them" is
only for the disciples of the Circumcision.
For instance, when the kingdom powers were in force there were many miracles by the disciples. As
Israel was being set aside and grace was going to the nations the kingdom powers were gradually
subsiding until healings were no longer being done as evidenced by Paul in telling Timothy to "take a little
wine for your often infirmities" and Epaphroditus:
"since, in fact, he was longing for you all and depressed, because you hear that he is infirm." For he is
infirm, also, very nigh death, but God is merciful to him, yet not to him only, but to me also, lest I should be
having sorrow on sorrow." (Philippians 2:26-27)
Earlier in Paul's ministry both Epahproditus and Timothy would have been healed through prayer and
laying on of hands. Now, under grace, we rejoice no matter our afflictions.
The problem with many Christians is they take what was said to the Circumcision believers and try to apply it in their own lives in this current administration. Frustration is the result.

Because the point was that "name it and claim it" was not the basic problem.
