Yes, when it is forced on another person, including a sibling, it is called MOLESTATION. And yes, you are downplaying it any time you make it sound like that is consensual curiosity.

If it's instigated by the younger sibling, maybe. I don't know. But older siblings are often looked upon by younger ones as authority figures, and that changes things.

Josh Duggar himself is quoted many times using his version of Christianity to defend his outright lies about the gay and trans community. While he talked about protecting children, all the while the children needed to be protected from him and were not, repeatedly.
