Just who has Dominion on earth anyway? (bible, quote, punished)

Some say that Satan rules the earth. Some say God.
I say man.
Dominion, is exercised by those who can enforce laws.
As I look around I see only man making enforceable laws.
Does that mean that both God and Satan have relinquished Dominion over man?
If that is the case then why do most Christians and others, wait for God to return to claim Dominion when He has clearly given it to man and has therefore given up the right to punish?
Do you follow the laws of man or the laws of God.
Is law without enforcement just no law at all?
Some tell me that God first had it then gave it to man who lost it then took it back and gave it to Satan and around it goes.

Nope, he has no control over the Earth. However, the Bible does say he is the god of this world.

God owns the earth. We are here to take care of it. We are given the plants and animals to have for food and the rest is recreation. It was a gift to us that we have sorely abused. We are to learn lessons as we inhabit this planet.
If someone gave you a position in a company to take care of and, you aren't the boss, are you gonna just pretend it's yours to do whatever with or are you gonna follow the rules of the boss? Seems to me we should follow the Laws of God and not think this world is ours for the taking and destroy it.

Religious retribution though by God, is non existent.

Since God gave us Dominion then and will not rule, I do not see us having a choice.
