Retired human services professional, returning to U.S. from Philippines cuz my Medicare is no good here. I am poor due to health problem (but I am not stupid, uneducated,nor low class) In researching there are very few places I can afford to rent even a room in USA. I need helpful suggestions from smart people here. To be brief, I need to find a medium to large city with the following: 1) abundance of studio apt or room rentals no more than $400/mo in tenant friendly city 2) not cold winters,if things go bad I don't want to freeze to death 3) good public transport-would rather not get a car. 4) Singles dances where I can meet 40-60 year old ladies 5) Quality doctors who accept Medicare with good access to specialists. Thanks.
Maybe near Gainesville, FL or Tallahassee? Both are huge university towns (Tallahassee has a few unis and is also the state capital.) There must be inexpensive small apartments for the students--but it could be noisy. There would be things to do (such as free lectures and some free classes) that might be fun for you. Both cities will have teaching hospitals for the medical students and some affordable bus services. Both U of FL and Florida State are party schools and football crazy more or less, but I am sure there are quiet parts of town out of earshot.
I came back in to add that any flagship state university in the 50 states probably has affordable housing nearby and all that I've listed above. If the cost of housing in the Florida towns is too high, try a lower cost region where there is a state university located. I've been to the University of Alabama campus and it's in the middle of nowhere but was a very friendly campus and I imagine the housing costs would be low in Tuscaloosa.

Miczmehandi, I lived in the Philippines for three years in my wife's hine town of Leyte and I too decided to return to the US because Medicare can not be used outside of the US and it's territories. We currently live in Houston, which meets many of your requirements: definitely a large city with superb hospitals and medical care and mostly warm( often hot) weather. I.m not sure you could find many rentals for $400 though. Best of luck

If you are eligible for Medicare you are either 65 + or disabled. Look into Subsidized Housing - especially Subsidized Senior Housing if you are 62 or over. There are some VERY nice apartments out there. Most have a waiting list, some have none.
Neither Phoenix or Houston seem to be cities which offer much for public transportation. Try Portland, Or.
Phoenix has very good bus service coverage. And there's light rail that serves many who live around it.
Not sure on the $400 monthly rent though.....rents have risen quite bit here with demand. And the areas with $400 rent are places I'd check out carefully before moving there.

Isn't Portland expensive? I don't know if we have enough knowledge to help as much as we could. Do you receive Social Security? When would you come back? Many, if not all, cities/towns have apartment building s that are based on your income. I live in one & pay $335 per month. I know there are folks here who pay 1/3 of their income & live in warmer climates.

thanks. for the link, but any place on these lists that is not in a hayfield far from any city has a years long waiting list. This us an option in theory only. I know, I've looked many times.

Not trying to be a jerk, but spent 3 months in Phx and hated it. Portland has gotten very expensive. But Phx might have some cheap rentals left, have not checked recently. May-Sept closest thing to Hell on Earth.
