Personally I am not that impressed with it. Is the power source stored energy from solar? Looks like it on top.

He said he simply made it for the folks in the neighborhood to enjoy as an art fixture.
If they didn't like it he would take it down.
It's ok in the evening because all you can see are the lights.
But in the daytime, the metal post takes away from the greenery.
I offered to paint the fixture a natural earth color.
He said "go for it!"

It's powered by a 12 volt battery.
