I am a transplant and think rails would be a distraction. plus people would sit on them and perhaps fall backwards and into river..

I think people don't fall in that often because they are deathly afraid of going into that filthy water!! I love the river walk but OMG that water is so dirty I don't know how people eat on the edge of the river. I think they really need to do something about that. I think rails would ruin the experience but so does that dirty water in it.
