Ya know, it makes perfect sense to me. I live just north of one of the areas targeted (after repeated complaints) by ACS. Since my family will often walk down to Woodlawn Lake, we have encountered (rarely, thankfully) stray dogs. We immediately grab up the kids into our arms because we don't want them to react by running into the street. I have seen joggers jog with a stick in case they need to ward them off. You don't carry a stick (or bat) with the intention of killing a dog, but it has to be sturdy enough to "do the job" if one attacks you.

I think the OP is frustrated by both the failure of the city and the caring of the general populace. I'm all for "no kill" shelters, but for some reason it just seems that SA residents don't care about their obligations when it comes to pet ownership. Until we can change the mindset of some of our neighbors, we will never become a progressive city. Kinda like our aversion to mass transit (oops, just had to throw that in there).
