You're mistaken if you believe that these people "own" the houses they're living in ...Most of them are renters who rely on govt-subsidized rent like Section 8 while the market is low enough for the owners/investors to justify accepting their voucher. Lancaster/Palmdale prices always go up before prices in Victorville/Hesperia do. It's simple and a matter of proximity to L.A. and the associated amenities that proximity provides. When this happens, as its starting to already, I would expect another wave of ghetto transplants into Victorville from Lancaster/Palmdale, so brace yourselves for that...

Except Lancaster/Palmdale is in Los Angeles County and Victorville is in San Bernardino County, and in case you didn't know it, entirely separate entities administer those two municipalities.

That's all fine and dandy, but you seem to forget that Section 8 vouchers are "portable". If one is inclined, they can apply for Section 8 in one area, get the voucher and then take it to their desired city or the city with the most available housing. The only duty for the voucher holder is to report to the local housing authority so HUD can properly administer the funding, that's it. Happens all of the time.

Were you aware of voucher portability?

It's why places like Las Vegas and Phoenix are receiving a Section 8 overflow from California. There is lots of housing owned by real estate investors that is being opened up to Section 8 voucher holders.

When it comes down to it, the power is not in the hands of the county housing authority, it is in the hands of the voucher holders themselves.

OK. Didn't know about portability...guess things have changed since I last glanced at the program 20 years ago.

That said, there are still several restrictions according to the regulations, including going from higher income/rent areas to lower ones.

You can go from High to Low, but not Low to High...which makes sense - Once you move your stuck.

Also, the receiving housing authority can bill the initial housing authority, and the initial housing authority can place restrictions/qualifications on portability...

I guess that if people want to move from Antelope Valley to Barstow (or even Victorville, which has a small number of Section 8 rentals available from my research), it's doable, but the percentage of people that exercise the portability option are less than 9% according to .gov statistics.

I think the push with Section 8 will be to places out of California, eventually. There's a large outflow of people using Section 8 that are leaving the Antelope Valley for California City, north of there. Many are also using the "portability" option to go over to Las Vegas and, to a lesser extent, Phoenix. When housing in California goes up again (which it will, inevitably) you're going to see the outflow really get under way.

Since the prisons went up in Victorville it has gone down hill. Do a search on this forum. The city is a disaster! They are on the verge of Bankruptcy. Victorville has a large illegal and welfare class. Drop out rate is close to 40%, Spanish is primary language in the high schools. Maybe not officially, but in reality. Majority of the thread posts are very true.

I would skip a visit to Victimville, you arnt missing a thing.....

Ha Victimville, Adelgetto, Apple Crappy, Hesteria, Loser Valley, Poke Hills, Pegion Hills, Phelan you really can't do much with - Burnt Mesa.......oh I remember those days....list could go on and on

Victorville, Adelanto, Apple Valley. Hesperia, Lucern Valley, Oak Hills, Pinon Hills, Phelan, Baldy Mesa.....

Avoid the High Desert if you can. It's an armpit now.

P.S. Crime is way, way down (I actually did research on this before buying in 2012, and it's went down since then)...it's actually higher in Antelope Valley
