El Sobrante is ok, some neighborhoods are better than others but it's not a place where I would avoid living. Also you might try Crockett, Pinole and Martinez.

I second the suggestion of Pinole, Martinez, or Crockett. Pretty safe, and a little more affordable than other East Bay places.

You might consider nicer parts of Vallejo if you can't find anything in the East Bay also.

He said he wanted to be on the other side of the Carquinez Straight, to be closer to entertainment and socializing in Berkeley/Oakland. Otherwise, Vallejo would be the obvious thing.

No you didn't. Yoh showed a garage, studios in the ghetto, and places for more than 1300.

Rathet than trying to feed your ego, you should be preparing the OP for the fact that a decent studio for 1300 bucks is going to be totally unlikely.

To the OP, you are welcome. I am glad I can give you realistic advice. It is best to stay out of the yucky east bay all together.
