Load a software package on the phone. Sort of package can be acquired on the dark web.

If the subject is naive enough you can load an easily available pack from the app store.

My phones, tablets and lap top all have apps that can be used to locate the device from a remote device.

Okay thanks, but how would you send such a package, to the villains phone, without the villain noticing that a new package was arrived, cause wouldn't the phone notify him?

You are IMO really overthinking this. Just have a scene with him planting a device under the car, no audience cares about where it came from or how the technology works or whether he'd be able to get one. People will just accept he put a tracking device on the car at face value.

shows up in the app tray as notepad so that the thief wouldnt simply uninstall the tracker.

Okay thanks, it's just I've had readers ask questions before as to how a character was able to acquire something like this, and what not, so as long as they don't need to know.

There is also another character in the story who is also following the villain around which means they will both need to plant tracking devices on the villain's car, if they are to monitor the villain inconspicuously. And both characters do not know that they are both following the same person around until later. So as long as the reader accepts it for two characters as well, and don't think it's too unlikely or anything.
