I'm so sorry you're going through this. It's got to be a continual, major stress inducer. It's not sustainable. Either the neighbor will kick his son out, or he'll go to jail, or he'll OD. Anyway, the specific ordinance he's violating( besides using meth) is:

You know what's funny? I put the fence up to cover a hole in the hedge the meth head cut to access our driveway. The hole became an area he'd use to stare or yell at us, so I figured it was time to close it off. Right after that, he started using it as his private restroom. So it's debatable whether it's "visible" since it's behind a fence inside a thick hedge.

I agree, he's probably not going to last too long in his current state - however if he merely get sent to a 30 day rehab he'll be back, and back using again in 5-6 weeks. Which is what happened the last 2 times this year he was sentenced to rehab. From reading about other people's experiences with addiction problems, some users are able to keep this up for YEARS.

Not a high priority for the police. Believe me, this was one of the first things I asked when he started walking around high and 'visiting' (er... begging off) neighbors.
