What you describe sounds more like something in New Zealand or some parts of the UK, frankly.

The Seattle area does have the overcast skies, good food and seafood, some fog, not much wind, but over an hour from the Ocean, and if you move there, no jobs and it does get colder in winter. I like 48-60 too, but that's only in part of spring and fall here. It can be down into the 20s in winter, and 90 in summer (like today).

I think you are better off in Harbor, Seaside, Gearhart, or Cannon Beach Oregon, or Eureka CA. All are on the ocean but with a milder climate, more consistent with your range all year with extremes being rare.
