It seems that the mayor has trouble making up his mind. The latest plan requires 30 days notice before removing any homeless camps, but without providing alternatives, they will just keep moving away and then coming back.

This. Removing the structures doesn't solve the problem.

They would if there were mass arrests, held over in Spokane for trial, under existing Vagrancy laws. Which, IMO, should be ammended to include "mandatory 30 day hold."

Second or third time several hundred were rounded up, and the "camp" burned down, that would be the end of that. After public works removes the garage, have conservation crews move in en masse to replant grass and seedlings.

RCW 9.66.010
Public nuisance.
A public nuisance is a crime against the order and economy of the state. Every place
(1) Wherein any fighting between people or animals or birds shall be conducted; or,
(2) Wherein any intoxicating liquors are kept for unlawful use, sale or distribution; or,
(3) Where vagrants resort; and
Every act unlawfully done and every omission to perform a duty, which act or omission
(1) Shall annoy, injure or endanger the safety, health, comfort, or repose of any considerable number of persons; or,
(2) Shall offend public decency; or,
(3) Shall unlawfully interfere with, befoul, obstruct, or tend to obstruct, or render dangerous for passage, a lake, navigable river, bay, stream, canal or basin, or a public park, square, street, alley, highway, or municipal transit vehicle or station; or,
(4) Shall in any way render a considerable number of persons insecure in life or the use of property;
Shall be a public nuisance.

worse in Portland, where the mayor is rescinding his 'free camping' offer.

Seems he got a LOT of newcomers with that plan! Now they are protesting / making for a very reluctant bunch.

some brilliant politicians offered to convert a marketable city warehouse in active port industrial district eventually building it out to 400 beds (no services / toilets...)

Then a 'practical' person reminded the city they already have a vacant jail with 500+ beds
Homeless went postal and declined, cuz the jail "looks like a jail" (Brilliant deduction!)

entitlements are a one way street leading to a golden palace.
As a landlord or parent...you re-learn that lesson daily.

Funny, yesterday I was commenting to someone that it's strange how grandparents (parents twice over) are some of the loudest proponents of coddling the bums. The other loud proponent is, of course, the bums themselves, demanding niceties as reward for showing up in town. I have a msg for them: Guess what...nobody asked that you show up in the first place!

Other jurisdictions are sending their homeless (including petty criminals, drug users, and nutcases) to us, by failing to provide services or actively harassing them. Some, like S.F., are providing free bus tickets out of town, to anyone who wants one. While most of our homelessness is being locally generated, we're also getting homeless from at least six states and one province.

We could just start handing out free bus, train, and plane tickets to anyone who'll agree to leave the state for at least a year, with $500 waiting for them through General Delivery at their destination - come back sooner and get ticketed again for illegal camping, spend a month in jail.

None of that really gets rid of the problem, of course, but just moves it around. As to jailing the homeless, we might as well, from a cost standpoint, get them rooms at the Westin.

Yes, in fact I know personally of a case where a certain eastside police force drove a severely mentally ill homeless person to Seattle and dropped him off. That was several years ago, but other than a couple of possibly homeless off ramp panhandlers, you don't see any homeless in that city.
