I would actually rent a car, and stay someplace where you won't be subject to crazy hotel parking fees.

My thinking is that while the downtown area is perfectly walkable, your stated interest in walking around neighborhoods, arts districts etc. might benefit from having a car to save a lot of time and money on buses (time) or Ubers and their ilk (money, high rates due to driver shortages.) You can get to some neighborhoods far quicker in a car than on the bus, and the car would also provide weather protection in case of (likely) wet (or even white) conditions.

You'll also be here during the shortest daylight days of the year, so having the car might help with time management. It doesn't stop you from driving to some interesting area, parking the car, and THEN walking around, does it?

And there are some fascinating excursions you could make with a car. For example, Snoqualmie Falls, 45 minutes east of Seattle, can be spectacular-verging-on-terrifying after a strong winter rainstorm, or if we get a sunny day, an hour's drive north to the Skagit Valley will possibly let you see the thousands of snow geese that overwinter in the valley - pretty spectacular. Recommend staying in a hotel or an AirBnB somewhere close to a Link light rail station. If you want metropolitan density, one of the hotels between 4th-7th Ave would probably be ideal. If you want to spend time outside of the core city center, an AirBnB towards the southend with good light rail access and low-cost parking, such as near the Beacon Hill station or Columbia City station, may be ideal for you.
