I have an 18 year old daughter who will be attending college at SUU starting Summer 2014. She will be in St. George for a week, from April 19-27 to prepare for her move to Utah. She will need to travel between St George and Cedar during this time. We just discovered she can't rent a car until age 21. Some states allow you to rent at 18 but Utah isn't one of them. We also looked into car share program but again, not allowed until 21. Does anyone know of someone or an organization who has an extra car and would like to be paid to allow my daughter to use their car? We have excellent insurance. She has been driving for 2.5 years with no accidents or tickets and is very responsible and dependable. The car would need to be in excellent working order but not necessarily new. Any helpful suggestions would appreciated. Thanks!

Here's an option that might work. A business called St. George Shuttle (St. George Shuttle | Saint George To & From Las Vegas Airport | St George To & From Springville, Salt Lake) transports people 3 times daily to and from St. George/Salt Lake City. They stop in Cedar each run. Contact them for cost. I've used and would use again.

There's also a ski shuttle that runs from St. George to Brian Head (stops in Cedar). | Mountain Express Shuttle
I have not used this service. Brian Head closes April 20th, so maybe this won't even be an option at that time.

Perhaps not ideal as far as convenience or times, but safe and reliable at a reasonable cost.

Thanks for the ideas. This may be the way she will need to get around. Public transportation is not constantly available on the Island we live on so I hadn't even thought of it as an option!
