I long dream of 3 to 4, sleek 25 to 34 story mixed use skyscrapers with full glass facades housing a mix of hotel, office, apartment, and condo units. Such structures could still be built without the demolition of any historical buildings as there are numerous surface parking lots and low rise non conforming 1950s buildings that could be demolished. Given the economy and the small town mentality of local leadership that hates anything that is tall, upscale, and modern, I doubt this will ever happen. I'm sure the city would require that 3/4 of the units be low income housing which would ultimately kill the project.
Syracuse's skyline is unattractive with its short and boxy 1970s office towers. Several taller buildings could better balance the skyline and give Syracuse a look consistent with its medium-sized city counterparts in Hartford, Little Rock, Louisville, Des Moines, and Grand Rapids.

People in the Syracuse are pretty clueless about what changes need to happen in order for outsiders to start taking Syracuse seriously....

When you find a business out there to build one, it'll happen. Especially in this economy. As it is, we've more construction underway now than many cities do in this disaster.
The only thing like that that's been proposed is the "blades of grass" Destiny USA hotel, and it's having financing trouble.
All the glass and steel in the world won't make a community, look at the failure that is Dubai. We do need some high rises for a facelift, but we also need a city thats more than offices from 8a-6p and bars from 8p-2a if its going to truly come back. Its hard to convince a company to build a hq in a city that dies after work ends except for the bar districts.
Here are some images that go along with my description. The drawing is of the park kind of surface at gound level, and the road loop in that drawing would be a centralized on/off point for I-81 and I-690. There's some counter-intuitive evidence that traffic circles are safer than merging lanes at highway junctions, which I think is mostly just due to the necessary speed reduction.
