Im 24, outgoing, ambitious, creative, innovative, and love to have fun. Im looking for an area in Tampa where it could offer me this. Im into art, fashion, and music. I like shopping at Thrift Stores, Mom & Pop shops, and malls also. Im looking to be close to a beach but something affordable. A decent and safe neighborhood. Doesnt matter if its historic but just want to be in a city that offers this. Can you help me out?

St. Pete probably would be the best one. In general safe and affordable and close to everything does not exist. Cheap and safe can be found in suburbs, but you might be having issues finding younger people around, mom&pop shops and other things.

I second this. The concentration of those kind of mom/pop shops downtown along Central is the densest in the area. You have 6 music venues within a 5 minute walk, and a slew of art galleries there. Tampa does have a lot of those things, albeit spread out. But if I'm reading between the lines correctly, the St. Pete scene would be more your style.

Cheap and safe are available in west St. Pete and north St. SPete (not Old NE).

Actually though, the Old NE has a lot of garage apartments that are in a great neighborhoods and are affordable. You're walking/biking distance to downtwon (depending on where in Old NE you go).

You might be interested in Sarasota as well. It offers a wide range of the arts, it has the best beaches in the U.S. and it has a small, but upscale downtown. In Tampa you might consider Hyde Park or Channelside which aren't too far from Clearwater. Clearwater Beach is not as nice as Siesta Key or Anna Maria Island in Sarasota though. It really depends what is most important on your list. Tampa does not have as many artistic avenues as Sarasota though.
