Well my answer is not on your list despite the fact it's larger then the "main big city" of Austin and with he Mexican National population probably has more "aliens" then the others. Unless you are talking little green men---although here was that book about Olmos Park encounters so we may have the other cities beat here as well

Alien residents are citizens of one country living in another. It is a pretty standard term.
