It's not a good number. But a lot of people in prison are mentally ill and the authorities have no place else to put them. Other are mentally slow and unable to really change their ways. Others are innocent of the crimes they're convicted of. I wonder what the prison population would look like if you could wave a wand and put all those people where they belong.

And, of course, that leaves the career criminals. You'll always have a few of those, but if everyone had an equal shot at success in this country they would be a lot less likely to offend, let alone re-offend.

Definitely many mental patients in jail, very sad. There was a place to put many of them until then president Ronald Reagan mostly shut down that structure years ago.

A good number of people who chose police work, or other risky professions, have a predilection towards violent behavior and appear to enjoy conflict.

The prison population could be drastically reduced if non violent offenders were removed, as they should be.

The police are out of control.

Canada's murder rate also dropped in 2013 to a 48-year-low, to 1.44 murders per 100,000 Canadians:

Canada's homicide rate in 2013 lowest since 1966

Only 505 murders for a population of around 35 million.

But bear in mind the disproportionate punishments meted out to minorities, keeping them in a system designed to destroy their chances at rebuilding their lives. In Ohio (for instance) where they still have capital punishment, a white person who kills a black one has a 1 out of 4 chance of getting the death penalty. A black person who kills a white one has a 0 out of 4 chance of getting anything BUT the death penalty.
