One issue with Chicago is it's only around 1/3 of the city that has really insane crime and murder rates, and the other areas of the city aren't really that bad and are quite stable and nice.

Everyone else in Chicago just kinda compartmentalize the crazy areas of the city and says that's where the issue lies, it doesn't impact them.

The same as how the rest of the country points out "Chicago", most of Chicago then can just point out "The west and south sides".

There's no broad movement to really attack the problem since it's confined to isolated areas. There needs to be a broad push.

Another problem is that the areas with the crime problems are overwhelmingly black areas of the city. It's around 80% of the total crime. Those neighborhoods area very skeptical of anyone coming in and trying to "fix" things. Segregation goes both ways. No one cares to move in and help, and those who are there don't want anyone else coming in and meddling. The change needs to start from within at the end of the day. It's a really rough situation.

So nyc will end up with less than 4/100k... keep in mind the real murder rate is actualy lower because it only takes into account the official population and nyc is known for having a huuuuuge illagal alien population who do not show up in population count...
So nyc might verry well have more than 9million people if you count the illegals aliens... thus its murder rate is even lower
