There was a study that said that knowing someone who got murdered increase your chance of being murdered by 7 (i think 7 if I recall correctly), and just by leaving your at risk friend decrease your chances of even being shot by a huge percentage

Just like when Chiraq officials proposed tougher illegal guns charge... people said this bill was only to oppress "poor black people"...
They need to just shut down those areas, flood them with police.

When cops set out to invade some neighborhoods, they need to be able to work with the law abiding residents not just "invade".

There is a long history of crooked cops patrolling Black neighborhoods and that should have never happened.

Are there any articles online articles about the tougher illegal gun charges that you are writing about? I would love to read about it.

unless literally everyone on that list (1300/1801=72%) has been shot, it isnt accounting for 70% of shootings.
Thats just shootings, not counting stabbings and battery.
Because the list is always changing and updating, it's based on police records and known ties and connections/relationships that are put into a database. It spits out a list of 1,300 people who are at the moment "in the heat" as far as being the next to either shoot someone or be shot.

It's always evolving, but the same names come on and off the list and the connections between those currently on the list and those who come on or off the list is very tight. If they expanded it to 1,600 you would probably just see the same names that cycle through it.

They chose 1,300 to try and work with the top targets at any given time.

Main point being that of the 1,800 shot, most of them are in a segment of the population that you can isolate and document and is a fraction of 1% of the city's population.

It's amazing to think if you gathered up 1% of the city's population at any given moment and held them that the shooting and murders would probably plummet.

The other 30% of victims are simply not on this heat list.

Basically 70% of people shot are in this bucket of 0.5% of the city's population that is tracked and documented as being involved in very high risk activity or being in social circles with people who fling violence against one another.

The other 30% of people shot are from the other bucket of 99.5% of people in the city, some good and some bad.

Wilmington, Delaware, city population ~72,000/metro population ~720,000, is at 15 homicides--13 shooting victims, a screwdriver stabbing and the infamous high school bathroom attack. If this city ever wants to "happen", as it is currently positioning and marketing itself, something needs to be done. Yea, new downtown apartments and a riverfront beer garden are nice, but this place will never truly take off if people are afraid of being victims. Doesn't help when the incumbent mayor is a coward, and won't attend mayoral debates, so he doesn't get his feelings hurt as a "punching bag".
