It's culture, many poor minority areas in NYC have lots of dedicated hardworking immigrants who are more concerned with making a living for themselves as opposed to becoming criminals. Even areas like Corona and East Elmhurst that have many poor immigrants from Central and South America would still be extremely safe by big city standards. I think if you put Corona in St. Louis or Memphis or Detroit it would be the safest neighborhood there

Its just reporting standards. I'm trying to figure out is it common to include police killings in the homicide rate, or are police killings viewed separately?

Richmond has 22 criminal homicides this year and two police killings. The RTD homicide report has include them all in its tally, so that would give Richmond a rate of 24/11.01 per 100k:

If we take away the two police homicides, Richmond would have 22/10.09. So, that's probably a similar theme with different outlets reporting Memphis' rate. I know that Kansas City no longer includes police killings in its homicide tally...

Hampton Roads as of 5/7 (police killings included)

Norfolk 17/6.94...Virginia Beach 4/0.89...Newport News 6/3.28...Portsmouth 3/3.13...Hampton 5/3.65...Chesapeake 8/3.43...Suffolk 1/1.15...

Petersburg 2/6.06...Hopewell 1/4.55...

*Portsmouth had 28 murders last year. As of right now, it is only on pace for 8-9 murders by year end...Likewise, Petersburg had a record 17 murders last year for a rate of 51.52 per 100k. To this point, its on pace to finish with 5-6, a drastic decline from last year...

Where did you get the Norfolk murder rate data from? This article states that Norfolk had 19 homicides in late April, and I saw a recent article, that I can't locate, that states it has 21 homicides now.

It is sad that Norfolk and Richmond are experiencing an increase of murders this year. However, it is good that Portsmouth and Petersburg are experiencing a dramatic decline in homicides.

Montreal still at 2 homicides (2 million) or 0.1/100,000 and according to a report on CBC there's been 14 reported shootings since December 2015

That link has conflicting reports. While the article states that there have been 19 murders, the newscasters on the video say there has been 15. Either way, there has been a pretty steep rise in murder and violent crime this year in Norfolk...
