is all this water evapoarting into the air. if it gets put back into the soil it goes into the plants and back into the ground.??

I don't know the answer to your question. I've been told that even with the tremendous amount of water that falls during the monsoon season, the water basically runs off and does not go back into the underground aquifer. I don't know why that is, except perhaps due to the lack of porosity of the very hard earth we have in this part of the world.

i have lived in arizona all my life, 55 years in total, my mother has been here since 1937, the water issue is one that is ongoing, and has been for a long time before my mother was born. solutions are constantly found, and conservation techniques are pushed during the peak water usage times of the year. CAP helps as well.

so while a shortage of water is an issue, it is one that we have been dealing with for more than a few generations now.

sure, but does this issue stifle the area? i mean, many people just wont go there (or leave) knowing there's a monumental water issue. Tucson has long been blind to development in ways that would revitalize the city, but the leaders in Tucson are not so good, etc.
