On UK television:
Liz’s husband on “Keeping Up Appearances,” who’s always off on business.
Also, Hyacinth and Richard's son, Sheridan was never seen...but from the way they describe him and his off-screen life, I can't imagine any depiction on screen could do him justice. We also never saw Violet's husband Bruce, as he was similarly the subject of jokes in dialogue that created quite a bizarre picture.

Fun thread.

I can't really add any. These were the first ones to come to my mind, too:

Hawkeye's Dad and other distant characters meet the stated criteria, but I was really thinking of characters who lived with or otherwise interacted personally with regular characters, people who you'd expect to see in scenes but do not.

Two characters who are heard but not seen are Halley Wolowitz and Neil Michael Wolowitz on Big Bang Theory. I read where the producers plan to keep them off camera like their grandmother Debbie was.

Also, the PA announcer on M*A*S*H. He was never named or mentioned, we just heard him over the PA system. I always thought this was odd since Radar or Klinger were the company clerks and should have been doing announcement duties. Where'd this voice come from?

According to imdb.com, two actors played th PA Announcer, and each of them also appeared on the show as different characters.

Deep Space 9 is an interesting one for despite there being over 900 Starfleet Officers on the station by 7th season, Captain Sisko seems rather unburdened by so many people under his command. One would think he would at least have a Chief of Staff in the story to account for all of them, but no. Further, if Miles O'Brien is chief of operations and there are all these officers on the station, why is he so over worked in handling everything?

Meredith Brody in NCIS: New Orleans Season 2!!!!!!!!!!

She even calls Dwayne Pride but we never hear her voice! Too bad she's not on the show anymore.

2 characters from "Mama's family"

Iola's mother, and Roselle Huplander

And 4 characters mentioned many times throughout the series but only seen 1 time:

Thelma's late husband Carl, Bubba's friends, Duane and T-boy, and Naomi's best friend Luanne Fayette

Only die hard Mama's family fans will know what I am talking about

Well, in WKRP, we did see at least 2 of Jennifer's rich boyfriends. There's the one that died on her and there was the argument over his will. That was an entire episode. Then during a Christmas episode, George Gaynes showed up as one who only spoke French.

As far as Mork and Mindy goes, I don't think we ever saw Orson......but we did often hear him.

I don't think Wilson counts ... we definitely heard him. Every episode. "Howdy neighbor!"
