No, it doesn't. Disability means you cannot work. Ergo, you couldn't do a job if it was offered to you. Ergo, you are not eligible for unemployment benefits. Some states like CA and MA offer disability benefits in lieu of unemployment, replacing unemployment with disability benefits for a short period if one is pregnant or ill while unemployed, but never both at the same time.

This from the TX website:

  • Make an active search for full-time work, unless TWC exempts you from this requirement
  • Be physically able to work
  • Be available for full-time work

Or, better yet, this:

NOTE: You must tell TWC if you are receiving Social Security Disability Insurance (SSDI) benefits or have a pending application for SSDI. We need to know more about your ability to work before we can make a decision on your Unemployment Insurance (UI) claim.

If you do not tell TWC that you are receiving or applying for SSDI, you may be charged with fraud and required to repay UI benefits.
