You apply for benefits from the state in which your wages were earned. In this case you file in NJ.
This is NJ's page on eligibility:

You need NJ earnings of $7,300, or 20 weeks' work earning at least $145/wk, to qualify for benefits.
Question: Did you lose your job in NJ and then move to MI? If there was no severe or gross misconduct or other disqualifier, you should be eligible for NJ benefits, assuming you meet the earnings test.
